Feodor Rückert was a German-born silver and gold artisan who became famous not only in his own right but became known as one of Fabergé's most talented enamelists. The height of his career came right at the very end of his life when he incorporated themes from Russian folklore and history into his work. In Russian culture, the rooster is associated with good fortune and fertility.  

This style of cup, called a charka, was used for vodka but typically used as an ornamental gift rather than for practical purposes.
